Dear CPA residents:
A matter of great concern for the PARK!

Michael Mackay pointed out in the attached message street paint marking a
utility pole on our Green.

I spoke with Richard Slingerland this morning regarding the apparent
telephone pole on the PARK GREEN who is very helpful and is also
interested in helping us if possible. His hands may be tied as Con Ed
has a "Right of way and can place a pole anywhere they want to if it is
within a few feet of the curb.

I asked Richard to investigate further to see if there is any other
option. Waiting on their formal reply but he did find out the
following:

CON EDISON is placing an intrusive zigzag of electric wires across the
park along Birch on the green to avoid tree work on the other side of
Birch. I think it is about the dumbest way to do a job. They could put
it up on the other side where poles already exist but it is cheaper to
place a new one across the street rather than get a contractor to do
tree work.

The pole is scheduled to be placed 7:30 AM this Thursday morning.
I asked for a stay of execution on this order and try to get another
solution. The next thing would be to run poles all the way up the Park
on Birch.

Please call Con Edison and also Richard Slingerland asking what we can
do to prevent this from happening. It would be to the benefit and safety of all CPA residents.

Thank you.

Joseph Vorel, President
Chester Park Association

Letter from Richard Slingerland to Con Ed.

Dear Mr. Tartaglione:

This letter is in response to your dig requests faxed through the Dig Safely New York notification system, for 28 Birch Avenue.

Today I received a phone call from the Mr. Joseph Vorel, President of the Chester Park Homeowner Association, which owns and manages the private park in the area between Birch Avenue and Walnut Avenue, fronting Maple Avenue.

Please postpone installing the new utility pole on the north side of Birch Avenue, until I hear back from the Chester Park Association. I have been assured they will get back to me by the end of the week. Please explain why this new utility pole has to be installed. The alternatives appear to be whether the pole is installed on the north side of the street (in the park) or the south side of the street, between the curb and sidewalk (which will require a large tree to be removed). The police have been advised that this excavation is on hold at this time.

If you have any questions about this matter, please contact me at Village Hall at 914-738-2015, or by fax at 914-738-7381.

Sincerely,

Richard Slingerland
Village Administrator
